The requirement for Schedule A 1 subdivision improvement standards for curbs and gutters within a proposed urban residential subdivision may be waived when the subdivision meets the following criteria:
A. Grade: The subdivision road grade shall not be more than three percent (3%).
B. Flood Water: The design of the subdivision will preclude the flow of flood water on the roadways.
C. Pavement Border: A pavement border as per Standard 16A, "Pavement Border", Navajo County Highway Department, or such treatment as may be approved by the Public Works Department. (1986 Code § 13-3-6)
