1-5-7: MEETINGS; PROCEDURES AND REQUIREMENTS:
   A.   Regular Meetings: The mayor and town council will hold regular council meetings as established by resolution of the town council. (Res. 216, 3-23-1993; amd. 1997 Code)
   B.   Special Meetings: The mayor upon his own motion, the mayor or the town clerk upon the written request of three (3) members of the town council, or the town council upon motion at any lawfully convened council meeting, may convene the town council at any time by notifying the members of the date, hour and purpose of such special meeting. Notice of such meeting shall be made pursuant to state law. (1986 Code § 2-4-2; amd. 1997 Code)
   C.   Meetings To Be Public 1 : All proceedings of the town council shall be open to the public, except that upon approval by a majority vote of the town council, the town council may meet in a closed executive session pursuant to the provisions of state law. (1986 Code § 2-4-3)
   D.   Quorum; Attendance Requirement: A majority of the council members shall constitute a quorum for transacting business, but a lesser number may adjourn from time to time and compel the attendance of absent members. Council members who miss three (3) consecutive regular meetings without approval of the mayor shall be removed from the town council. (1986 Code § 2-4-4)
   E.   Agenda: Prior to each council meeting, or on or before a time fixed by the town council for preparation and distribution of an agenda, whichever is earlier, the town manager shall collect all written reports, communications, ordinances, resolutions, contracts and other documents to be submitted to the town council, prepare an agenda according to the order of business and furnish each council member, the mayor and the town attorney with a copy.    F.   Order Of Business 2 : The mayor, vice mayor or acting mayor, in consultation with the town manager, shall set the agenda and order of the meeting pursuant to state law. (1986 Code § 2-4-6; amd. Ord. 05-250, 7-12-2005)
   G.   Voting:
      1.   The mayor shall vote as a member of the town council.
      2.   A roll call vote of the ayes and nays upon any question shall be taken and entered in the minutes, except in the case of a unanimous vote. (1986 Code § 2-4-8)
