No sewer connection connecting the Town sanitary sewer system to any consumer shall be made by any person or the Town, except upon written application furnished to the Town by the owner of the premises to which sanitary sewer service is to be furnished, or his authorized agent. A monthly rental charge will be made for such sanitary sewer connection according to the rates fixed by the Town until the service is discontinued by order of the Sewer Department or written order of the owner or his authorized agent.
