8-1-4: DEPOSIT:
When a deposit is made, the individual in whose name such deposit is made shall be responsible for payment of all bills incurred in connection with the service furnished. In those cases where a deposit is not required, the person owning the premises shall be responsible for payment of all bills incurred in connection with the services furnished. (1986 Code § 16-3-2)
