All regulations contained in this Chapter shall be considered a part of the contract of every person taking water from the waterworks of the Town, and every person taking water shall be considered as having expressly consented to be bound thereby. Consumers outside the Town limits shall, upon application for water service, be required to sign a statement agreeing to the regulations set forth in this Chapter. (1986 Code § 16-9)
