The town council or its designee shall implement, administer and enforce this chapter, and may establish rules, regulations and procedures to implement, administer and enforce this chapter. When requested by the town council, the town arborist shall consider, investigate, make finding, report and recommend upon any special matter of question coming within the scope of his/her work.
