(A) Each proprietor of a billiard or pool table whether coin operated or not, pinball machine, coin operated video game device, or other coin operated amusement device or devices, or of a bowling alley, or any combination thereof, shall pay an annual license fee of $500 for one such table, of $500 for one such machine or device and $500 for one such alley, and $100 for each additional table, for each additional machine or device and for each additional alley.
(B) It shall be unlawful to operate any such table, machine, device or alley between the hours of 12:00 a.m. and 6:00 a.m.
(C) It shall be unlawful to permit betting or gambling in connection with the use of any such table, machine, device or alley.
(D) All such tables, machines, devices and alleys and all premises in which such tables, machines, devices or alleys are maintained or exhibited shall be open to inspection at reasonable times by the Police Department or such other inspector as the Mayor may designate; and, such inspections shall be a condition for issuance of any license under this section. For purposes of this division, the term reasonable times shall be construed to mean times during business hours maintained by the proprietor of such tables, machines, devices or alleys.
(E) No owner or keeper of a billiard saloon, or owner or keeper of a billiard table at any other public place shall permit a minor under the age of 18 years to play billiards or pool, or be and remain in such saloon or public place.
(F) No owner or keeper of a billiard saloon, or owner or keeper of a billiard table at any other public place shall keep any billiard table in any location except on the ground floor or main floor of the structure in which such table is located and in a position open to public view from the exterior of the structure in which such table is located.
(G) Whoever violates division (E) shall be fined $20 for a first offense; for each subsequent offense such person shall be fined $50.
(H) Whoever violates division (F) shall be fined not more than $50 and each day that the table shall remain in violation of this section shall constitute a separate offense.
(I) For the fine and costs in a prosecution under this section, the billiard table and fixtures at the place where the violation occurred are liable on execution without exemption.
