(A) Within a radius of 300 feet distance from any well in operation or to be put into operation at a later date on the aforesaid land, it shall be unlawful for any person to contaminate the lands or use the lands in such manner so as to cause contamination to the water well or wells operated by the village.
(B) The Smithville Board of Public Affairs is hereby authorized to establish rules and regulations to prohibit contamination of the land within a 300 foot radius of any water well aforesaid and shall make periodic inspections of the land in question to be assured that the area is not being used in any manner that would cause contamination to any water well or wells being operated by the village.
(C) This section is passed as an emergency measure for the health, safety and welfare of the inhabitants of the village and in particular to assure a pure and clean water system at the earliest time possible and shall therefore be in full force and effect immediately after its adoption.
