(A) (1) It shall be the village policy that any time a change is made in land use or there is any subdivision or development of any land, all water and sewer lines must be extended to the furthest point of the property.
(2) This shall be done whether or not the property required water or sewer.
(B) The village hereby declares that it shall be policy of the village to withhold all public improvements of whatsoever nature, including the maintenance of streets and the furnishing of sewage and water facility services from all subdivisions which have not been approved and from all areas dedicated to the public which have not been accepted as provided herein.
