Where subdivisions contain common areas, open spaces, or drainage facilities, the proposed ownership of same shall be identified and a perpetual maintenance plan submitted to the village for review and approval. The plan shall set forth the responsibility for maintenance of all such areas and shall describe the method of financing the maintenance program.
