§ 152.002 INTERPRETATION.
   These regulations are adopted pursuant to the provisions of R.C. Ch. 711. In their interpretation and application, the provisions of these regulations shall be held to be the minimum design and development requirements adopted for the protection of the public health, safety, comfort, convenience, and welfare.
