No person shall shoot any well or transport nitroglycerine or other explosive substances onto the premises for the purpose of shooting the well unless notice of the time and place of the transporting and shooting shall be given to the Mayor in writing at least 24 hours prior to the beginning of the operation. The Mayor shall immediately notify the Chiefs of the Fire and Police Divisions of the time and place of such operation.
