The provisions of this subchapter shall apply to both above ground and underground storage tanks but shall exclude any tank, such as an oil heating tank in a home application, which by its nature and application is used in a seasonal manner provided, however, that the exclusion shall apply only during the season that the tank would customarily not be used and only to the extent that the same is in sound and proper condition.
