For purposes of this subchapter, any tank shall cease to be used upon the day that the last addition or withdrawal of stored substance is made. In the event no further addition or withdrawal of stored substance is made for a period exceeding 90 days and if the owner of the premises upon which the tank is located has not within the period provided for removal of the same, the village shall serve the owner of such premises and of the bank, if known, with a notice requiring removal within 10 days after receipt of the notice. In the event the tank is not removed within the period, the village shall have the right to provide for removal of the same and shall collect all of the expense thereof from the owner of the premises and/or owner of the tank jointly or severally.
