In addition to the duties prescribed in this chapter, it shall be the duty of the person appointed by Council to perform the duties of Street Commissioner to establish a current master plan of the village showing and prioritizing those areas where sidewalks and driveways need to be either constructed or repaired. When approved by resolution of Council, the master plan shall become an official reference for planning and use by village officials in implementation of this chapter.
