(A) There be and is hereby created within the administrative branch of the municipal government of Smithville, Ohio, a Building Department of the Village of Smithville, Ohio.
(B) The official address of such Building Department shall be Village Hall, 133 South Milton Street, Smithville, Ohio, 44677.
(C) The Building Department shall be vested with the powers and duties necessary to provide for the enforcement and administration of the Ohio Building Code within the village, in accordance with agreement with the Wayne County Commissioners relating thereto and pursuant to such certification as shall be made by the state.
