2-8-2: POWERS AND DUTIES:
The commission shall have complete control, management and operation of the electrical and water utilities of the City. The powers and duties of the commission include, but are not limited to, employment and discharge of personnel, fixing rates and charges for utilities over which it has jurisdiction, and to repair, replace, extend, improve and to make changes and additions to such utilities, except such as may require issuance of bonds or specially assessing for improvements to real estate.
