2-2-2: POWERS AND DUTIES:

The board shall advise the Council in all matters dealing with the airport and its operation. It shall recommend an annual operating budget, report on the adequacy of facilities, recommend capital improvements, and serve as a forum for others to express their views on subjects relating to the airport and its operation. (1988 Code § 2.53)
