8-2-6: COMMERCIAL REFUSE:
The City may, by resolution, establish rules and regulations relating to removal of commercial refuse. Any violation of such rules and regulations shall constitute a petty misdemeanor and the City may provide for removal thereof and charge the cost to the property owner. (1988 Code § 3.20)
