The collection and disposal of refuse provided for in this chapter shall be from premises used and occupied for residential purposes, including apartment buildings containing twenty five (25) dwelling units or less. Occupants of premises used for commercial and industrial purposes, including apartment buildings containing more than twenty five (25) dwelling units, shall provide for their own refuse collection and disposal.
