The City shall provide for collection and disposal of all refuse in a sanitary manner to ensure the health, safety and general welfare of its residents, under such terms and conditions as the City may, from time to time, deem appropriate. Containers shall be placed at the designated collection point on days specified by the City. Collection points will generally be the alley adjacent to the property from which refuse is collected; but where there is no alley, the curb line in front of such property. (1988 Code § 3.20)
