8-1-3: CONTRACTUAL CONTENTS:
Provisions of this chapter relating to Municipal utilities shall constitute portions of the contract between the City and all consumers of Municipal utility services, and every such consumer shall be deemed to assent to the same. (1988 Code § 3.03)
