This chapter is enacted pursuant to Minnesota Statutes section 145A.05, subd. 1, to protect public health and safety and discourage underage possession and consumption of alcohol by holding persons criminally responsible who host events or gatherings at which underage persons possess or consume alcohol, regardless of whether the host supplied the alcohol.
