It is unlawful for the owner of any animal to: a) own a dangerous animal, or b) interfere with any police officer, or other City employee, in the performance of his duty to enforce this chapter, or c) fail to keep the animal from barking, howling, or whining, for a period of ten (10) minutes, and such barking, howling, or whining can be heard from the street in front of or alley or street behind a property.
