(A) The Slayton City Council, pursuant to this chapter, is hereby authorized and directed to develop minimum standards and other rules and regulations for the use of the Slayton Municipal Airport, which minimum standards and rules and regulations shall not be inconsistent with safety, nor with the rules and regulations of any federal or state agency having jurisdiction with respect thereto, nor inconsistent with the procedures prescribed or approved from time to time by the Department of Transportation, Division of Aeronautics, or any other governmental authority having jurisdiction over flight operations at the airport.
(B) These standards and rules and regulations shall include mandatory lease clauses, minimum standards for the conduct of the type of business specifically mentioned herein, minimum insurance requirements and any other pertinent regulation deemed essential to the proper operation of the airport. The City Council shall have the right, from time to time, to issue further standards and rules and regulations which are reasonably required for the prudent and efficient operation of the airport.
