(A) Private use of the Municipal Airport by the public is authorized and encouraged so long as that use is not in conflict with the public interest. Private use shall not require a permit.
(B) The use of the airport by business and business persons when the use is not indispensably related to an aeronautical industry shall be deemed a private use.
(C) Business use of the Municipal Airport for aeronautical purpose is authorized and encouraged, but only by the holder of a City of Slayton permit and Minnesota Department of Transportation license.
(D) Business use for aeronautical purposes means the use of the airport facilities in a way so that the airport is indispensable to the users usual and customary business operations, such as, but not necessarily limited to:
(1) Flight instructions;
(2) Aircraft sales;
(3) Airframe and/or power plant repair;
(4) Aircraft rental;
(5) Aircraft fuel; and
(6) All dispensing service, air taxi service, aerial application, flying clubs and air freight service.
