(A) Whenever, in the opinion of the Public Works Director or the City Council of Slayton, an emergency exists in the city, or in a section or sections thereof, which create or are likely to create hazardous road conditions impeding, or likely to impede, the free movement of fire, health, police, emergency or other vehicular traffic, or the safety and welfare of the community, the Public Works Director may declare an emergency to exist for a period of up to and including 72 hours, but the emergency may be sooner terminated if conditions permit.
(B) If the Public Works Director is absent from the city or is unable to act, the emergency may be declared by the other the other authorized person(s).
(C) Notice of the emergency shall be given by the posting of appropriate signs in a conspicuous place at each street and avenue included in the emergency declaration.
(D) There shall be an interval of at least 6 hours between the time that signs are first posted and the commencement of the emergency.
