§ 71.02   RESTRICTIONS.
   (A)   No person shall stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the specific directions of a police officer or traffic control sign in any of the following places:
      (1)   On a sidewalk;
      (2)   In front of a public or private driveway;
      (3)   Within an intersection;
      (4)   Within 10 feet of a fire hydrant;
      (5)   On a crosswalk;
      (6)   Within 20 feet of a crosswalk at an intersection;
      (7)   Within 30 feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of a roadway;
      (8)   Within 20 feet of the driveway entrance to any fire station;
      (9)   Along side or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
      (10)   On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
      (11)   Upon any bridge or other elevated structure upon a street; or
      (12)   At any place where official signs prohibit stopping.
   (B)   No person shall move a vehicle not owned by that person into any prohibited area or away from a curb a distance that is unlawful.
   (C)   No person shall stop or park a vehicle on a street when directed or ordered to proceed by any police officer invested by law with authority to direct, control or regulate traffic.
   (D)   Upon street and roadways not having a curb each vehicle stopped or parked shall be stopped or parked parallel with and to the right of the paved or improved or main traveled part of the street or roadway.
   (E)   Upon 1-way streets and roadways each vehicle stopped or parked shall be stopped or parked parallel with the left hand curb with the left hand wheels adjacent to and within 12 inches of the left hand curb of the 1-way roadway or street, unless otherwise restricted by ordinance.
   (F)   No person in charge of any vehicle shall park or permit the vehicle to stand upon any roadway or street for more than 24 consecutive hours.
   (G)   No person in charge of any truck or pickup with a box shall park or permit the vehicle to be parked on Broadway Avenue in the area north of Twenty-Eighth Street and south of Front Street at any time.
   (H)   No person in charge of any vehicle shall park or permit the vehicle to stand upon any city free-parking lot for more than 24 consecutive hours.
   (I)   No person in charge of any truck-tractor or semi-trailer shall park or permit the vehicle to stand upon any city free-parking lot at any time.
   (J)   The City Council may, by appropriate action taken at any regular or special meeting, designate certain parking spaces and certain streets and alleys or portions thereof within congested business areas as 5-minute, 10-minute, 15-minute, 30-minute or 1-hour limited parking zones and shall mark by appropriate signs any zones so established. The zones shall be established in congested business areas wherever necessary for the convenience of the public or to minimize traffic hazards and to preserve a free flow of traffic. No person shall park a vehicle in any like limited parking zone between the hours of 8:30 a.m. and 5:00 p.m. of any weekday, Monday through Saturday, for a longer period than is specified in the signs posted at the zones.
   (K)   The City Council may by appropriate action taken at any regular or special meeting reserve certain parking spaces or parking areas on streets or portions thereof in congested business areas for pickups with boxes and shall mark by appropriate signs any parking spaces or parking areas so reserved.
   (L)   Any police officer may remove a vehicle from a street to a garage or other place of safety when the vehicle is left unattended and constitutes an obstruction to traffic or hinders snow removal or street improvement or maintenance operations. The vehicle shall not be released until the fees for towing and storage are paid in addition to any fine imposed for violation of the code.
