(A) No vehicle shall be parked upon any street, alley, or right-of-way outside of the designated parking lanes so as to block the removal of snow from any street, ally, or right-of-way.
(B) On the day of a declared snow emergency, parking of vehicles will not be allowed upon any street including designated parking lanes between the hours of 12:01 a.m. and 8:00 a.m. or until the street is plowed from curb to curb (from edge to edge on alleys) and is completely cleared of snow.
(C) Residents may apply for a "Snow Emergency Variance Permit". The City Council recognizes that there are properties within the city that are without any off-street parking where they would relocate their vehicle during a declared emergency. Permittees will move their vehicle from one side of the street to the other following the removal of snow from one side of the street. Permittees who do not comply with relocating their vehicle shall be in violation of this subsection and will be subject to penalties as described in § 71.99.
(1) A committee comprised of the Public Works Director, Chief of Police, and City Clerk/Administrator shall have the sole authority to issue variance permits. Decisions made by the committee are final and may not be appealed to the City Council.
