(A) Water and sewer charges shall be billed on 1 bill as applicable to each account. All charges for water and sewer shall be due upon receipt and considered delinquent after the fifteenth day of the month in which it is billed.
(B) All bills shall contain the title, address and telephone number of the official in charge of billing; the title, address and phone number shall be clearly visible and easily readable. Bills shall be mailed to the customers on the first day of each month or in the case of a weekend or holiday the next regular business day.
(C) Bills shall specify the water consumed and the sewer charges in accordance with the current fee schedule and delinquent charges that are set by ordinance and adopted by the City Council.
(D) A surcharge fee shall be added to each account, regardless of occupancy, to be used exclusively for the capital expenditures necessary to sustain the city utility system. These monies will be kept in a separate account and used only when authorized by the City Council.
(E) All accounts shall be billed a sewer rate, regardless of occupancy, set by ordinance and adopted by the City Council.
(F) Apartments that are not metered separately shall be charged a surcharge fee per unit regardless of occupancy. Each unit will be charged a flat fee for sewer per month regardless of occupancy. The surcharge fee and sewer fee will be set by ordinance and adopted by the City Council.
