§ 51.31   METERS TO BE INSTALLED, READ AND REPAIRED BY CITY.
   (A)   Every property owner applying for or receiving service from the municipal water plant shall provide a warm, safe place to keep the meter and shall permit any duly authorized employee of the city to enter upon the premises at any reasonable hour to install, read, repair or inspect any water meter.
   (B)   The customer is prohibited from obstructing the water meter (located on the inside of the premises) and/or the water meter electronic touch pad (located on the outside of the premises) so as to prohibit the installing, reading, repairing or inspecting of either apparatus. Obstruction shall also include any animal that prohibits a city employee from accessing either apparatus.
   (C)   In the event the water and/or water meter electronic touch pad persistently cannot be installed, read, repaired or inspected due to an obstruction, which includes animals, the city may charge a non- refundable fee as set out in § 33.15, plus an estimated water bill based on the customer’s history of use, for each month that the water meter and/or water meter electronic touch pad cannot be accessed.
