(A) Fees for part year licenses timely applied for shall be pro-rated on the basis of the number of months the license will be in effect in the year applied for before the license expires, with 1/12 of the original license fee being charged for each month the license will be in effect.
(B) Any part of a month that the license is in effect shall be charged as a full month in computing the pro-rated license fee.
