Pursuant to M.S. § 471.57 (as amended from time to time), there is established a fund to be known as the Public Works Reserve Fund for Construction of a Municipal Building to include therein village offices, library, rest rooms, Council rooms, jail, Fire Department and equipment, liquor store and Public Hall, and for the purpose indicated in the title, unless the voters according to law approve its use, in whole or in part, for another purpose.
