(A) Manufactured houses, which vary from these requirements, may be permitted in residential zones when a special use permit is recommended by the Planning and Zoning Commission and approved by the City Council.
(B) Before any like special use permit is granted, the Commission and City Council shall find as a fact that the value of the adjacent property will not be diminished by the placement of the manufactured house.
(C) The special use permit shall state any conditions which may be set by the Commission and City Council in granting this special use permit.
