Any person who has explosives in his or her possession and who incurs a loss or theft of all or a portion thereof upon discovery of the loss or theft shall immediately, and in no event longer than 24 hours from the time of discovery, inform the office of the local Chief of Police of the loss or theft, the amount missing and the approximate time of the occurrence.
