No excavation or digging of any kind on any public property belonging to the city shall be commenced by any person, organization, corporation or others, or cause an excavation to be started, without first making application in writing to the Clerk/Administrator of the City of Slayton indicating thereon the exact location of the proposed excavation and obtain a permit therefore.
