§ 110.20   LICENSE FEES.
   (A)   Fees. The annual fees for liquor licenses shall be a maximum of the amount set out in § 33.15for an on-sale license, the amount set out in § 33.15 for an off-sale license, the amount set out in § 33.15 for an on-sale wine license, the amount set out in § 33.15 for a special club license and the amount set out in § 33.15 for a “Sunday on-sale” license, or lower fees as are from time to time set and approved by the City Council.
   (B)   Application. Each application for an on-sale, off-sale, on-sale wine, special club or Sunday on-sale license shall be accompanied by a receipt from the City Clerk/Administrator for payment in full of the license fee. All fees shall be paid into the general fund. If an application for a license is rejected, the Clerk/Administrator shall refund the amount paid.
   (C)   Pro-rata fee.
      (1)   Each license, except part-year seasonal licenses, shall be issued for a period of 1 year, except that if the application is made during the license year, a license may be issued for the remainder of the year for a pro-rata fee, with any unexpired fraction of a month being counted as 1 month.
      (2)   Every like license issued shall expire on the last day of March.
      (3)   Part-year seasonal licenses for seasonal businesses may be issued to eligible applicants for a pro-rata fee based on the number of months in a license year the applicant is open for business, with any unexpired fraction of a month being counted as one month.
   (D)   Refunds. No refund of any fee shall be made except as authorized by statute.
