§ 74.16   RIGHT TO APPEAL.
   (A)   If an application for a permit is denied by the City Clerk/Administrator and/or the Chief of Police the party applying for the permit shall have the right to appeal the denial to the City Council by filing a written request for a hearing before the City Council at the Clerk/Administrator’s office within 5 days after the party’s application for a permit has been denied.
   (B)   The hearing before the City Council will be held in the City Council chambers within 20 days after the written appeal has been filed and the appealing party shall receive at least 7-days’ notice of the date and time of the hearing.  The decision the City Council makes by majority vote after the hearing has been held will be final and will be made immediately following the hearing.
