The Purchasing Officer of the City of Skiatook shall be empowered to purchase supplies and services, when the item or items purchased or contracted for do(es) not exceed the sum of thirty thousand dollars ($30,000.00), provided, that the Purchasing Officer may not, for the purpose of avoiding this prohibition, enter into separate contracts each for a sum of less than thirty thousand dollars ($30,000.00), when the total of the purchases are for the same purposes and exceed the purchasing limit set forth herein.
