12-2-3: PREAPPLICATION PROCEEDINGS:
   A.   Consultation: No less than forty five (45) days before preparing and submitting the preliminary plat to the city council, the developer or his engineer shall consult with the city clerk or his/her designee while the plat is in sketch form, to ascertain the location of proposed highways, primary or secondary thoroughfares, collector streets, parkways, parks, playgrounds, school sites and other community facilities or planned developments and to acquaint himself with the city council requirements.    B.   General Features; Required Improvements: During preapplication proceedings, the general features of the subdivision, its layout, facilities and required improvements shall be determined to the extent necessary for preparation of the preliminary plat. (1991 Code § 16-2-16-4)
