2-3-9: ADOPTION OF RULES AND REGULATIONS:
The commission shall recommend the adoption of such rules and regulations as it deems necessary and expedient for the proper operation and management of the municipal airport, its related properties and facilities and shall as the situation may change recommend to the city council amendment of such rules and regulations. (1991 Code § 1-767)
