The planning commission shall prescribe rules and regulations governing and controlling the transaction of business before it, and a meeting shall be held at least once each month, on such day as shall be prescribed in said rules and regulations adopted, and special meetings may be called at any time by the chairman of the commission. Said rules and regulations shall be limited only by the statutes of the state providing for building, zoning, and planning, as authorized in 11 Oklahoma Statutes sections 43-101 to 45-103, inclusive, and in the amendments thereof.
