All interlocal governmental cooperation agreements, mutual aid agreements and any other agreements between the city and any other corporation, person, board, agency, commission or governmental subdivision shall be of no force or effect unless the same is formally approved and ratified by the city council. This section shall apply to all boards, agencies and commissions of the city, including those excepted from certain portions of this chapter in section 2-1-2 of this chapter. (1991 Code § 1-153)
