This chapter shall not apply to the city board of adjustment, created in title 11, chapter 15 of this code, when it is exercising powers conferred upon it by state statutes; nor to the emergency management administration, created in title 6, chapter 3 of this code, during times of emergency, but shall apply to the emergency management administration at all other times.
