A. The duties, powers and functions of all boards, agencies and commissions, excepting only those specifically enumerated in section 2-1-2 of this chapter, existing or hereafter created by the city, shall be solely advisory to the city council.
B. Except for those boards, agencies and commissions specified in section 2-1-2 of this chapter, when exercising functions specified by state statute, the jurisdiction of all boards, agencies and commissions created by or existing by virtue of the city is limited to making recommendations to the city council for action or legislation. No agency, board or commission shall make any rules or regulations nor shall it make any findings or issue any orders. (1991 Code § 1-151)
