Whenever the supreme court issues orders of statewide application relative to procedures in and practices before the municipal courts and appeals therefrom or calls annual conferences of the judges of the municipal courts of Oklahoma to consider matters calculated to bring about a speedier and more efficient administration of justice, the judge of the municipal court shall comply with the same and attend all meetings except when it is not feasible for him to do so.
