No lot shall contain any building used in whole or in part for residential purposes unless such lot has a minimum of thirty feet (30') of frontage on a public street or dedicated right of way, except as provided for a substandard lot of record, a lot within an approved planned unit development, or a lot within an approved townhouse development.
