No connection shall be made to the electrical system of the city except when all electrical lines, systems and conduits to which such lines are connected have been installed as provided by this chapter and the electrical code; provided, however, that nothing herein shall be deemed to prevent any owner of property subject to this chapter and the electrical code from performing his or her own electrical work on property owned and occupied by such person as a residence; but in such case, the work performed must be in conformity with the standards of this chapter and the electrical code.
