It shall be unlawful for any person other than a city refuse collector or a private scavenger, appointed by the city, to remove, displace, uncover or otherwise disturb any refuse container or the contents thereof; to remove garbage, trash, rubbish or rubble, or to scavenge from or upon any dumping ground, burying ground, or any place where trash is disposed of within the city.
