No person shall start or maintain any fire or cause any fire to be started or maintained outside of a building and inside the corporate limits of the city for the purpose of burning any garbage or trash, refuse, wastepaper, weeds, grass, hay, straw or other inflammable material or rubbish of any description, except as may be approved by the city council by resolution, and special dispensation allowing only certain commercial establishments authority to install and operate approved trash burners or incinerators and satisfy the city council that the operation of such equipment would create no hazard, air pollution or health problem.
